On some occasions Traffic Commissioners will step back from calling an operator to a full Public Inquiry. As an alternative a Preliminary Hearing, which will be before a Traffic Commissioner or a Deputy, or a hearing before a Senior Case Worker may be called.
Although no regulatory action will result from these hearings it is important to treat these with the appropriate level of seriousness.
The systems and proceedures put in place prior to the hearing together with any undertakings given will determine whether the action goes no further or escalates to a full Public Inquiry.
